Central University of Orissa was established by the parliament under the Central Universities Act, 2009 (No. 3C of 2009). It is one of the 15 new Central Universities established by the Government of India during the UGC XI Plan period to address the concerns of "equity and access" and as per the policy of the Government of India to increase access to quality higher education by people in less educationally developed districts which have a Graduate Enrollment Ratio of less than the national average of 11%. UGC approves the Central University of Orissa. The university has been participating in the National Institutional Ranking Framework (NIRF) since 2016. Central University of Orissa ranked 23rd among the 25 top Central Universities of the country, as per the Outlook-ICARE rankings. As well as recently, the university was in the rank band of 151-200 position in NIRF ranking. Central University of Orissa courses include several UG, PG, and doctoral programmes in various specialisations. Central University of Orissa offers B.Ed, BCA, MBA, MA, M.Sc, BCA etc. There are 7 schools under this university. Central University of Orissa scholarships are offered to eligible students. The students get merit cum means-based scholarships. There are multiple scholarship schemes available in Central University of Orissa. 

• Students belonging to the SC/ST/OBC quota are eligible to get a scholarship if they hold at least 75% marks in aggregate in their Higher Secondary Examination. 
• Students belonging to the minority communities are eligible to get a scholarship if they secure a 75% in their Higher Secondary Examination.
• Students belonging to an economically weaker background are eligible for a scholarship by the university.
• The wards of military personels are eligible for a scholarship.
• The university offers a scholarship under the sports quota.

• Central University of Orissa (CUO), Koraput signed a Memorandum of Understanding (MoU) with the Indian Council of Medical Research – National Institute of Research in Tribal Health (ICMR-NIRTH), Jabalpur, Madhya Pradesh on 23 December 2021 for a period of five years.
